The European Union stands out as one of the regions of the world that has most explicitly and deliberately attempted to reduce regional disparities within its membership. How effective this effort has been is a matter of open debate. The current enlargement of the European Union (EU) to less affluent new members gives rise to a fresh set of questions:

How can the cohesion objective best be advanced in a context where initial income disparities will now be greater?

Will the accession process cause the income of the poorer regions to converge towards EU standards or, to the contrary, will prevailing disparities be exacerbated in the process?

What, if anything, can the new members do about this? What help can they expect from the EU structural funds, and how should the funds be applied to maximize the cohesion objective?

To answer these questions, the World Bank, the Bertelsmann Foundation, and the CIDOB Foundation brought together leading scholars, senior policy-makers, and practitioners from existing and new EU member countries, as well as representatives from the European Commission to a conference in Barcelona in October 2002. European Integration, Regional Policy, and Growth presents the results of these discussions.

The function of regional policy is to stimulate growth in less developed areas as to best benefit from economic integration. While the overall objective is clear, the actual implementation raises a series of issues. Targeting regional inequalities should not be confused with reducing individual income inequalities. Consequently, rather than serving an income redistribution purpose, the goal is to generate sustained growth in less developed regions. While a series of income transfers may induce a succession of temporary reductions in regional discrepancies, it must not be mistaken with triggering sustained regional convergence, which would be the successful conclusion of regional policy. Therefore, it is also critical to appropriately define the territorial units being compared, as to avoid targeting inescapable regional differences that are not a result of underdevelopment. This book brings together the views of leading academics, European Commission representatives and senior policy makers from national governments in charge or regional policy. The papers organized in this volume are the results of the discussions held at a conference on regional policy held in Barcelona and jointly organized by the World Bank, the Bertelsmann Foundation and the CIDOB foundation. In an effort to draw policy lessons for the new members of the European Union, the concurring lesson was that it is not investment per se that leads to growth, but when the appropriate national policies for growth are implemented, investment follows. These include avoiding permanent income transfers and other obstacles to labor market flexibility and creating a favorable environment to attract private investments.

Unenlightening.......2007-03-20

Very poor book. Author totally fails to understand what is interest, applying the blanket term to the the derivative loan markets. He advocates Islamic banking, which from what I can gather is interest-free banking. He advocates a return to gold with the final goal of Islamic banking. This is of course rubbish, because interest is merely the rate of future goods to present goods discounted by unit time, and time preference is a universal condition of human action (i.e. given a choice between 5 ounces of gold now and 5 ounces of gold a year from now, we would choose the present). He has misunderstood the boundaries which fiat has distorted our moneys, and the features of a true gold standard. If Islamic banking is indeed what it is portrayed to be in this book, then this "divine" intervention is clearly unacceptable and contrary to our basic economic principles. And to top it off, he recommends credit-expansion powers to be given wholly to government. HAHAHAHAHAHAHAHAHAHAHAHAHA. Roll the presses, people!

This book highlights many confusions in the author's thought. It is unenlightening. As a Malaysian citizen about to convert into a Singaporean one, it saddens me to note that the land of my parent's origin has such third-rate economists. No wonder Malaysia is in such a quagmire.
