This book gives a new answer to the old question about the optimal degree of fiscal decentralization in a federal state. It shows that fiscal decentralization is a method to disclose the preferences of currently living and future generations for local public goods, to limit the size of the government, and to avoid excessive public debt finance. While the allocative branch of the government benefits from fiscal decentralization, it is difficult to obtain a distribution of incomes that differs from the outcome that the market brings along.

Dr. Schick's book is outstanding. If you use this book in the classroom or teach the congressional or federal budget process, you should also look at the Congressional Operations Poster.
One side of the poster covers the federal budget process, with a flowchart that is very useful when teaching about the federal or congressional budget process. (But don't take my word that the poster is useful - I have seen it hanging in federal agency offices in Washington, DC.) The publisher, TheCapitol.Net, has more information about the poster, and many useful links, on their web site: congressposter.com
Best bet is to buy Dr. Shick's book and the Congressional Operations Poster.

Congress, the President, and the Federal Reserve is a study of the politics of monetary policy making at the Federal Reserve--widely considered the most important and most powerful federal bureaucracy. Ostensibly, the Federal Reserve is independent of the political branches of government; however, Congress, the President, and the Federal Reserve clearly demonstrates-- from both a theoretical and empirical standpoint--how the preferences of members of Congress and the President impact decisionmaking at the Fed.
Current formal theories of the general policy-making process are utilized to construct an explanatory framework that identifies the mechanisms through which congressional and executive influence is exercised. The theoretical framework presented in the text also helps to explain the political dynamics of several of the most significant policy decisions of the Federal Reserve during the last half-century. In addition, this book provides a unique perspective on the manner in which Fed policymakers attempt to shield themselves from unwelcome political influence.
While the main focus of Congress, the President, and the Federal Reserve is monetary policy-making, it also speaks to the political nature of policy-making in a more general sense and provides a guide for the future study of the political dynamics in a wide variety of substantive policy areas. Thus it will interest not only political scientists and economists interested in monetary policy-making specifically but also those interested in the nature of public policy-making more generally.

State legislators are constantly making tradeoffs between changing taxes and providing public services. Not only must they reconcile their own policy preferences with the preferences of their constituents, but they must consider the impact of actions taken by both the federal government and competing states. Glenn Beamer uses a series of in-depth case studies in eleven states to show how legislators made decisions dealing with taxation, economic development, education financing, and Medicaid.
Beamer identifies six factors that influence legislators' decisions: accountability, dependability, equity, obscurability, and horizontal and vertical transferability. Within the context created by citizen demands, intergovernmental politics, policy histories, court interventions, and state constitutions, this study analyzes how legislators employ these principles to develop and enact policies.
In addition to modeling state politics within the context of federalism, Creative Politics, reflecting the author's extensive interviews with legislators, is novel in its focus on politicians' views about public services, the strategies to finance them, and efforts to develop and maintain political support for them.
This book will be of interest to students and scholars of political science, economics, and public administration, and, more specifically, of federalism, state politics and policy, and legislative decision-making.

American politics often seems to be focused on three deficits, real and potential: the federal budget, the Social Security Trust Fund, and the trade balance. Robert Eisner, past president of the American Economic Association, explains why this is an unhealthy situation as well as a source of much misunderstanding. He argues that simply looking at the raw numbers creates misimpressions about the country's real economic situation, as well as provoking potentially damaging ideas for "remedies."
Eisner points out that Social Security Trust Fund deficits can be "fixed" by simple changes in accounting procedures or funding requirements. And America's trade deficit will not bankrupt the country--servicing America's foreign obligations will take only a tiny share of its national wealth. As with any other loan, Eisner reminds us, it is what deficits are spent on that counts: tax cuts or investments in education, research, or the nation's capital stock.
Eisner maintains that the economic dragons the American nation should be attempting to slay do not entail mythically measured budget or current account deficits. The real economic troubles that America faces are those of poverty, income inequality, and a failure to invest in human capital and public infrastructure.

I like the style of the author, the reading is fun and humorous but it's full of information on how the Yahoo started and where it is heading now. I like the concept of Yang and Filo, giving to community first before making a profit. The book is definitely a keep for files and future example when building a community websites which i am now.

By no means should this book be used as a guide for the Yahoo's due to the flux of the Internet. Instead it a guide to the historical reference on what makes the company tick.
After reading/studying the book, the founders principles still exist at Yahoo today... Focus on creating a social-engineering product (Yang) and consumer interface to the Web (Filo). Understanding this, recent moves by Yahoo make more since (e.g. acquisition of fliker and role out of 360.)
Furthermore, if you want to read about one of the four leaders in the Internet bubble, this is a very good book. It does a good job showing how the company ran a race against the other information providers at the time, Lycos and Excite. Finally, the author did a good job illustrating how company survived the busting of the bubble. If you have the time, and are interested in the company, it ought to be money well spent.
Interesting history, maybe a bit dusty........2005-11-12
This book is basically the history of the 500 lb gorilla of the dot-com debacle. It follows Yahoo! from its birth in a Stanford trailer up through the pits of despair in late 2001.
I personally learned quite a bit about the forces that shaped this "walking contradiction" of a company. For me (as a geek) the most interesting part was the history of what technologies and services have been rolled into the Yahoo! brand, including early plays into VoIP as far back as 1998 and Yahoo!'s short fling with adult content.
Lost a star for the (I felt) boring profusion of financial figures every few pages. Yes, the difference between GAAP and pro-forma reporting blah blah and stock rating by Bleedle and Blarney was changed fom zzzzz.... Some of this pure finance speak is obviously necessary to the story, since a lot of the action pivots on economic calamity. It just seemed that the book occasionally became the history of YHOO the stock instead of Yahoo! the company.
For "ancient history" (in Internet time) the book is a great resource. I'll still need something to fill in the gap between the ending of this book (the expectation at end of 2001 that Yahoo! would die, become irrelevant, or get acquired) through modern times. But taken for what it is, it's a handy reference.
Very Informative but lacks analysis.......2003-01-05
The author has used her sources effectively to delineate the Intenet boom and its subsequent fall, by describing Yahoo's growth from a Stanford trailer into a media company. She has captured the frenzy of the late 90's and takes the reader through the numerous accquisitions and investments in Silicon Valley. At the same time the book is an overkill with the excessive information provided and at times reads like an encyclopaedia with figures thrown in liberally. The fact that Yahoo hasn't cooperated with the author is evident in several places. Overall its a good read
A competent job, but lacks real insight.......2002-11-25
Like many other writers about technology companies, Karen Angel has simply read a lot of newspaper and magazine articles about the company, interviewed some knowledgeable outsiders (key insiders did not cooperate with her) and organized the resulting material in chronological sequence. If, like I, you are interested in learning the basic facts about Yahoo!, this book will suffice, but don't expect anything in the way of new revelations or searching analysis.
What comes across is a group of relatively bright young computer nerds who happened to be in the right place at the right time, decided that they were the Christ, and imploded from their own greed and hubris, professing all the while their personal integrity. Urrrppp!

Dull book with little information.......2002-10-22
If you have no idea what Internet is and have never seen ebay web site then you might learn something from this book. But for an average Internet-savvy person it offers little to nothing. There is a lengthy description of well-know information (like terms of sale of ebay) and constant selling of ebay business model: nothing you can't read elsewhere.

The author "gets" eBay. Unfortunately, he was not granted interviews or access to eBay people. As a result, the book is little more than a collection of articles from the Industry Standard, Fast Company abd the like. Furthermore, the book covers eBay until December 1999 or Q1 2001 at most. Back then, it looked like Yahoo! had a business model, remember? And yes, the author contemplates the possibility of a Yahoo! takeover (which was possible) and even the ridiculous idea that eBay should perhaps create its own "portal" in order to grow... Not worth the money. Buy "The Perfect Store" by Adam Cohen instead.

This book gives an overview of ebay's creation and why it has been a success. It gives no insider insights however. It was fun to read but I did not learn much from it. This book does not have substance.
A poor read.......2000-12-31
This book is basically a series of quoted and sited magazine articles hastily cobbled together into a book. The only "real" interviews done by the author are with a few eBay customers who use the site. The author admits no one with eBay granted him an interview or let him in the building. For a much better story of how eBay came to be, read eBoys by Robert Stross.
Sold!!.......2000-10-26
This book basically delivers what it promises to. Lots of somewhat dry facts about how a small Internet business boomed into one of the hottest "sites" available.
I am a big Ebay fan. I wanted to find out more about the people who created Ebay but also wanted to get a feel for the direction these people were hoping to guide the future of the site to.
Although I thought the story was fairly interesting, this book was very dryly written. Not much was cited other than the absolute bare bones facts and the writing was not particularly interesting.
While I realize this is a business book, I think there was much room for interesting tidbits, advice or funny stories. None here. Too bad...
