Comparative Income Tax Deferral examines the benefits achieved by deferring income or accelerating deductions, with reference to the income tax systems of the United States and Japan. The United States has been at the forefront of recognising the time value of money benefit of tax deferral and of devising methods to prevent tax deferral. Japan, on the other hand, is only gradually placing greater emphasis on tax deferral issues, in light of the activities of foreign companies, and the constant introduction of new financial products which take advantage of the tax deferral allowed under Japanese income tax rules. The book starts with a detailed discussion of the 1948 Cary Brown model and its various interpretations, an understanding of which is key to any analysis of tax deferral issues. The author goes on to provide a comparative analysis of the different tax deferral patterns that can arise under the United States and Japanese income tax systems, and of methods introduced by the United States to eliminate the tax deferral benefit. This work explores the main distortions arising from the economic double taxation of distributed profits in three member states of the European Union: Portugal, the United Kingdom, and the Netherlands. The author analyses the tax implications of this form of double taxation from a legal point of view. To this end, Taxing Corporate Profits in the EU examines both domestic laws and international tax treaties covering inward and outward investment and dividend income tax burdens regarding those taxes that directly influence the effective dividend income tax rate. The author assesses the results of this analysis in light of the tax principles of neutrality; efficiency; non-discrimination under EU law; and the objectives of fair distribution of revenue between member states, simplicity, and prevention of tax evasion. The multi-faceted conclusion: + Well-accepted tax principles, such as the principles of worldwide taxation and vertical equity, operate less efficiently within the overall tax system. + Instead, the source principle is gaining momentum, with simplicity and neutrality aims prevailing over distributional criteria. + The principle of capital import neutrality is of growing importance as compared with the principle of capital export neutrality. + Problems remain with regard to the balance between debt financing and equity financing, unless an exemption system is in place, further complicated by the more favourable treatment given to capital gains. + Neither classical nor imputation systems provide a satisfactory answer to these problems. Its comprehensive, comparative analysis makes Taxing Corporate Profits in the EU a valuable research work for academics and practitioners in the field.

This book is a comparative study of the tax systems of Germany and Japan. It is a considerably expanded version of Iizuka's previous monograph, Veritable Bookkeeping Records, which was important enough a contribution to comparative tax studies that it was serialized and published in twenty-six parts over three years ('79-'82) in the Japan Society of Accounting's journal, Accounting.

The present volume includes a good deal of new, revised and updated material not included in the first monograph. Here Iizuka boldly puts forward counterarguments to the opinions of several hundred Japanese, European and North American scholars. One of his chief messages is that Japan needs to look to Germany, to the United States and to other EC nations for guidance in developing fairer accounting principles.
