                        The White Heart of Mojave is an old classic of desert literature, recently brought back into print as part of the American Land Classics series. Centered around an adventurous trip through Death Valley by two women in the 1920s, it gives a fascinating glimpse into the region and some of its eccentric inhabitants before it became a National Park and popular tourist destination. The book was written at a time when real American wilderness was beginning to disappear, and the deserts were first coming to be appreciated for their remoteness and solitude and austere beauty, rather than as simply wastelands to be exploited for mineral resources. Edna Brush Perkins, along with a few other desert pioneers like Mary Austen and John Van Dyke, was among the first to contribute to a greater understanding and appreciation of the great American deserts. Aside from its historical significance, though, the book is well written and is sure to be enjoyed by anyone with an interest in this harsh but fascinating region.

                                      "Smoking and Politics," presents the mechanical bureaucratic and political moves that involve PACs, lobbyist firms, and constituents. There are ample amounts of administrative information that is important to explain what happened and why, but it can overwhelm some. However, it does reflect the complexities of the legislative process.

                                      In recent years there have been many legislative and legalistic transformations since Fritschler began this book (first edition). This book is commonly read, studied, and dissected at some point in a public administration student's college stint. Compromising, steps forward and back, lobbying, and watershed legislation are presented here highlighting the individuals and organizations involved. (The who, what, how, why, and where.) It's what I call "Machiavellian bureaucratic implementation of policy." Those doing research into the historical politics of smoking, and/or the public policy process involving smoking in particular will get a lot of facts from this.

                                      Federal policy with regard to tobacco has undergone substantial change over the past thirty years. Fritschler and Hoefler have regularly updated their book, to include these new changes. Unfortunately for them, the mid- to late-1990s has seen a whole new series of proposals, which means a two year old book is already somewhat out of date.

                                      Also, with each new edition, they've tried to maintain the general organization of their earlier editions. This means the fifth edition tells a somewhat disjointed story. The book jumps repeated from the 1960s to the 1970s to the 1980s and 1990s, then back again. Often, this leaves the reader confused as to exactly *when* a particular change occurred.

                                      The book's strongest point is that it clearly illustrates the importance of the bureaucracy in making [not just implementing] public policy. Many policy texts present the mistaken impression that Congress makes policy and the bureaucracy implements policy. Fritschler and Hoefler do policy students a great service by demonstrating the importance of the federal rulemaking process, and the ability of an activist bureaucracy to make or motivate substantial changes in federal policy.

                                      Jim Haggerty's book is just what the doctor ordered for these post Enron, Andersen, Healthsouth days where corporate responsibility has become an oxymoron. As a practicing lawayer and public relations pro, Jim bridges the gap between what companies think they should say when a crisis occurs, what PR firms typically counsel their clients to say and what the law permits. This is MUST reading for anyone working in Corporate America today. And, it's fun reading for the casual reader. It makes for a grerat plane ride companion.

He successfully conveys in his new book the heightened role communications management plays in affecting the outcome of a litigation. Simply put, lawyers, business executives and even professional investors need to be more strategic about the communications aspects of legal disputes.

                                      In the Court of Pubic Opinion provides much needed perspective into how thoughtful lawyers and their clients manage legal communications and media relations. Haggerty, who I have worked with closely, rightly suggests that outside and in-house attorneys representing either plaintiffs or defendants, who believe they can "finesse" the press without the necessary tools, may be allowing their egos to undermine their legal expertise. Court battles will never look the same after reading this accessible and often humorous book.
