The political biography, complete with life-altering turning points and a political philosophy for leading the United States into greatness, has become obligatory for those running for president--just one more thing to check off the "to do" list on the way to the Oval Office. A Charge to Keep is George W. Bush's offering: a light and breezy book mixing personal and political remembrances that proves heavy on chatty anecdotes and light on policy prescriptions. If you read the last chapter you'll sort of learn where George W. stands on most things, but still not really discern how he would actually run the country. There are no revelations, either personal or political: Bush's wild side and youthful indiscretions, like stealing a Christmas wreath from a New Haven hotel for his Yale fraternity, are touched on lightly when he discusses them at all. A Charge to Keep is so upbeat and positive, in describing the Houston woman to whom he was engaged in college and from whom he "gradually drifted apart," Bush says simply: "I still think the world of her, and our parting was friendly. We were very young, we lived in different places, and we gradually developed different lives."George W. has been labeled a lightweight by some; A Charge to Keep will do nothing to dispel that notion. It features lots of Bush family memories and numerous mentions of George W.'s famous parents, including letters from his president father. George W. has followed closely in his father's footsteps, attending the same prep school and college. He even belonged to the same secret society at Yale, Skull and Bones. From college it was on to flight school and the Texas Air National Guard, Harvard Business School, and then (again, like his father) the Texas oil business and politics. George W. seems mostly in sync with his father on policy issues as well. "A thousand points of light" is transformed slightly to become "compassionate conservative," which pops up in the final chapter more than 10 times. Readers will come away knowing many of the experiences and events that have helped shaped George W., but his future is still an open book. --Linda Killian

Prior to Jackson's presidency, the executive office was much weaker. The designers of the Constitution, with their fears of strong central figures, had intended Congress to be the most powerful of the supposedly co-equal branches. Jackson, however, viewed himself as the sole representative of the people - the only person elected by a nation, not a region - and through various measures such as an expansion of the use of the veto, was able to shift the balance of power. Although the following presidents would be weaker, the presidency as an office had been redefined.
As the book begins, Jackson's second term was beginning and he needed to deal with South Carolina and the Nullification Crisis. Essentially successful with this problem, he also dealt with other issues, including his war with the Bank of the United States and bad relations with France. By many measures, his presidency was a success, but there were a number of negatives as well, in particular his treatment of Indians and his disregard of slavery issues. His appointment of Taney to Chief Justice would eventually lead to the Dred Scott decision. Remini finds more positives than negatives with Jackson, but he doesn't disregard the black marks.
Probably only Washington was as universally adored in his time as Jackson was, and unlike Washington, Jackson was a true man of the people, a populist who courteously met with rich and poor alike. Even after his retirement, his popularity guaranteed his continued political clout, and few Democrats defied his wishes while he was alive.
The three volumes in this biography are around 1300 pages (plus notes and indexes), but Remini is such a good writer that this is far from a burdensome read. There may be shorter biographies of Jackson, but there aren't better. Remini knows this era well (he also has written excellent biographies of Clay and Webster) and he brings it to life.

As with both previous volumes, the marvellous thing about this book is that Remini provides the reader with sufficient information that it is possible, with nothing more than the information he provides, to disagree with his evaluation of his subject. Clearly, on balance he is much more taken with Andrew Jackson than I am, although there are a few instances in which I actually think that he is too harsh in his judgement. But the marvellous thing is, he gives me sufficient information to make that judgement, an invaluable characteristic in a biographer.
Anyone interested in reading a detailed, in-depth biography of the first truly populist president (whether one considers that a good or a bad thing to say about the man says a lot about one's personality) and the president who appointed Roger Taney, the chief justice responsible for the Dred Scott Decision, to his post as Justice of the Supreme Court, needs to read all three volumes of this set.

The advisability of repealing the Quebec Act had been the subject of much agitation and debate, and hardly had the peace been concluded when demands were made, mainly by the English-speaking inhabitants of the pro vince, for a properly constituted House of Assembly and for the trial by jury in criminal cases. The portions of the province above Montreal had become settled by soldiers of the disbanded regi ments and by Loyalist refugees, and they desired a change in the tenure of land to free and common socage from the feudal tenure which obtained under the Quebec Act of 1774. The partizan bias of some of the foremost agitators for these changes, in what afterwards became the lower province, led to proposals designed rather to place the strength of government in the hands of the minority than to establish upon broad and generous principles a government for the people, legislating for the good of the province. The spokesman of these agitators 1 JOHN GRAVES SIMCOE for constitutional changes, Mr. Adam Lymburner, a Quebec merchant of Scottish extraction, requested that one half the representatives from Lower Cana da should be chosen from the towns, which would throw the balance of power into the hands of his party and race. But it was with a very different desire and actuated by a nobler motive that the bill which was to inaugurate the principle of col onial self-government was designed and carried. Grenville, writing to Guy Carleton, Lord Dorches ter, then governor-general of Canada, on October 20th, 1789, accompanied a draft of the proposed bill with a general survey of the measure. The letter contains a paragraph elucidating the principles upon which the bill was drawn Your Lord ship will observe that the general object of this Plan is to assimilate the constitution of that Province to that of Great Britain, as nearly as the difference arising from the manners of the People and from the present situation of the Province will admit. In doing this a considerable degree of attention is due to the prejudices and habits of the French Inhabi tants, who compose so large a proportion of the community, and every degree of caution should be used to continue to them the enjoyment of those civil and religious Rights which were secured to them by the Capitulation of the Province, or have since been granted by the liberal and enlightened spirit of the British Government.
