Description:
Invasive species are one of the main reasons for the loss of biodiversity. According to the Convention on Biological Diversity (CBD) national strategies have to be developed to deal with biological invasions. Economic evaluation studies of biological invasions and of measures against them can be used to support the decision process as a tool of policy advice. In this paper, we analyse whether the economic studies available so far are suitable for that task. This will be done in a two-step procedure. In a more general analysis, 23 studies are surveyed and critically analysed in order to assess the field of application they could be used in. Out of these studies, ten are analysed in detail to assess their methodological quality, e.g., whether they consider all relevant types of values. As general findings we note: (1) current studies mostly have methodological shortcomings compared to their theoretical basis; (2) they concentrate on ex-post assessment and neglect ex-ante considerations; (3) prevention, the strategy favoured by the CBD, has been hardly reflected; and (3) the high degree of uncertainty associated with biological invasions is insufficiently addressed. With regard to these findings we state that the results of current studies should be carefully used. For the development of a national strategy they are less suitable.

Exotic plant species are often intentionally imported into regions outside of their normal range as ornamental plants or as breeding stock, thereby generating benefits for consumers and producers. However, one of the unintended side effects of such introductions is that the exotic plant species may become invasive. Prohibiting sale of this type of exotic plant species, on the basis that it may become invasive, will have social costs in the form of foregone consumer benefits and nursery profits. We develop a model of a private commercial plant breeding industry that imports an exotic plant species into a region. The risk associated with invasion is modeled using a probabilistic 'hazard function', the key determinants of which are the characteristics of the exotic plant and the number of commercial nurseries contributing to its dispersal. We consider the possibility of employing market-based instruments (e.g., Pigovian tax) consistent with the concept of 'introducers pay', to regulate the nursery industry. We then provide an empirical illustration using the historical introduction of saltcedar (Tamarisk spp.) into the United States. Our results indicate that the mere presence of a risk of invasion does not mean that it is socially optimal to prevent commercial sales of an exotic plant species. Indeed, there appear to be plausible forms of the functional relationships involved that require only a modest reduction in the private industry optimum. In contrast, no sales of the exotic plant should occur at all under several sets of assumptions about the level of invasion risk and the linkage between dispersal sites and invasion hazard.

We propose and develop a new framework for studying the problem of preventing biological invasions caused by ships transporting internationally traded goods between countries and continents. Specifically, we apply the methods of queuing theory to analyze the problem of preventing a biological invasion from a long run perspective. First, we characterize two simple regulatory regimes as two different kinds of queues. Second, we show how to pose a publically owned port manager's decision problem as an optimization problem using queuing theoretic techniques. Third, we compare and contrast the optimality conditions emanating from our analysis of the M/M/I/U and the M/M/I/I inspection regimes. We conclude by discussing possible extensions to our basic models.

Biological invasions are recognised to be a problem of growing severity. Human pathogens, weeds or pests in terrestrial systems and dominant alien species in freshwater or marine aquatic systems all impose significant costs in terms of forgone output or costs of control in every major system. Like many of the other environmental consequences of globalisation, biological invasions require that decisions be taken under uncertainty. Decision-makers in such circumstances have to choose between two main strategies: mitigation and adaptation. This paper characterises invasive species problems in terms of the properties of the stochastic processes they induce. It considers how mitigation and adaptation strategies may be modelled, and identifies the conditions in which each approach may be efficient and effective.

Invasions of ecosystems by exotic species have been the focus of a growing body of research in applied biology and ecology, but relatively little attention has been paid to their economic consequences. Even where economic estimates have been made these often make ad hoc assumptions about the biological relationships of interest and lack grounding in economic theory. This paper develops an integrated ecological-economic approach to assess the economic consequences of invasion for a commercially harvested endemic species whose population dynamics are altered by the invader. As a case study, the Black Sea anchovy fishery represents an interesting example of such a situation. In the early 1980s, the comb jelly Mnemiopsis leidyi invaded the Black Sea, eventually becoming established and experiencing a population explosion with dire consequences for the commercial anchovy fishery. In modeling the population dynamics of the Black Sea anchovy (Engraulis encrasicolus), the influence of Mnemiopsis is incorporated as a structural change in the anchovy stock-recruitment relationship. Then the economic loss associated with this structural change is assessed, using a discrete, dynamic bioeconomic model. It is shown that Mnemiopsis had a dramatic effect on the potential sustainable harvest from an optimally managed anchovy fishery but these losses were at least an order of magnitude lower than estimates cited elsewhere.

After searching for many years on the Internet, of incomplete information on how to use a compass (this book was 1 of the searches), apparently there are 5 ways to use a compass: The functions of a compass are;
1. to maintain a straight line of travel, such as following a bearing;
2. to orient a map, which is just lining up the map with the land to make landmark identification easier;
3. to tell direction, such as taking a bearing from a map;
4. to locate your position by taking several bearings and plotting them on a map;
5. to plan a route, by using your compass as a protractor.
This book does not even tell you that. I wished it would have, because after reading other books (that did not tell you either), it was very confusing (which function of a compass are they trying to teach?).
THIS book only tells you how to take a bearing, then only how to take a bearing (1) with a map, & how to use a compass as a protractor.
But both those methods are only cursory (ie: 2 sentences), & are too vague.
Another downfall of this book (& others), is that it does not have a labelled picture of a compass with the parts of it labelled, also.
The reason this is important as people/books use different terms for the same compass part (ie: orienteering arrow = fixed arrow; or Line of Sight = Bearing Direction Indicator, etc).
This is very confusing & a mistake many books/ webpages make (not having a labelled picture of a compass with the parts named the way they are using).
So this is just a run of the mill book, that you could get the same information for free on the Internet.
Getting Started the Easy Way.......2000-07-28
Basic Essentials is just that--the basics. It's a nice book to get started. You can easily go out and naviagate after reading this book and practicing with your map and compass. I used this book as a reference in teaching Boy Scouts how to navigate in the wilderness. I was disappointed it didn't have more about the sport of Orienteering.
Good, basic information for beginners........2000-03-31
This book is a good source of information for people interested in learning how to use a map and compass. It is easy to read, simple to follow, and contains accurate information. As a search and rescue instructor, I've used the concepts in this book to teach map and compass skills to hundreds of teen-aged students.

Another Great Words Their Way Book! .......2007-10-09
I own all the other Words Their Way books so why not this one? Most of the time I do not get spellers this sophisticated but some of my ESOL students this year are good spellers. I think these word sorts will help those students become even better spellers than they are and comprehend vocabulary more deeply.

In the second book, the eight finalists have been chosen. Among them the new girl band No Secrets will be created - but only four of them can make it into the final band. While most of the girls work hard and honestly to make it into the band, cruel Daria insults the girls' figures and values, tries to get the other girls in trouble, and puts on a false act in front of their talent agent, Eileen Kerr, who will be the one to choose the final four. She gets a chance to get team member Katie out of the running when Katie tries to find out if a night which got carried away, spent with a local boy ended up in pregnancy or not. Can Daria get away with eliminating a fair playing competitor? And is Katie pregnant? Read this book to find out.
