In 1974 Federal Judge George H. Boldt issued one of the most sweeping rulings in the history of the Pacific Northwest, affirming the treaty rights of Northwest tribal fishermen and allocating to them 50 percent of the harvestable catch of salmon and steelhead. Among the Indians testifying in Judge Boldt's courtroom were Nisqually tribal leader Billy Frank, Jr., and his 95-year-old father, whose six acres along the Nisqually River, known as Frank's Landing, had been targeted for years by state game wardens in the so-called Fish Wars.
By the 1960s the Landing had become a focal point for the assertion of tribal treaty rights in the Northwest. It also lay at the moral center of the tribal sovereignty movement nationally. The confrontations at the Landing hit the news and caught the conscience of many. Like the schoolhouse steps at Little Rock, or the bridge at Selma, Frank's Landing came to signify a threshold for change, and Billy Frank, Jr., became a leading architect of consensus, a role he continues today as one of the most colorful and accomplished figures in the modern history of the Pacific Northwest.

Messages from Frank's Landing is a unique examination of a turning point in Indian sovereignty in the Pacific Northwest. For nearly 12,000 years the Nisqually and Payullup Rivers have provided food, a way of life, and a spiritual force to the Indians of the Puget Sound region. Encroachments on their land and their fishing areas began in 1833 when the Hudson's Bay Company founded Fort Nisqually to enhance the fur trade. Their reservation was decreased significantly in 1854 through a perfidious treaty agreement, triggering the Leschi War, named for the Tribal leader who lost his life for the cause. During World War I, the U.S. government broke part of the treaty, and transferred a section of the reservation along the river to the army as part of Fort Lewis. Three years later, Billy Frank bought six acres along the river which became known as Frank's Landing.
In the 1930s, the salmon count fell victim to unregulated offshore commercial boats and to hydroelectric development. The end of World War II signaled a massive population increase, and many non-Indians took jobs as offshore commercial fisherman. This population boom proved disastrous as hydroelectric dams, timber harvests, road and highway development, and pesticides used in forestry and agriculture combined to endanger the rivers. By the 1960s, Indians without fishing permits were the victims of constant raids and sting operations. In this context, Frank's Landing became the focal point for the tribal assertion of treaty rights in the Northwest.
In 1962, the state mounted a major raid on Nisqually fisherman during the winter salmon run. The Nisqually's passive resistance was caught on film and ended up in front-page photographs. Frank's Landing gradually became to be recognized in the 1960s as a place to go and honor a noble cause. In 1970, the United States filed United States v. Washington, on behalf of the tribes in the Puget Sound and Olympic Peninsula areas that had been included in the 1854 treaties. On February 12, 1974, the Boldt Decision, as it came to be known, reaffirmed the treaties, and allocated 50% of all salmon harvested to the Indians. Indians made up less than one percent of the population, and had previously been taking only about five percent of the total salmon harvest. This was a drastic blow to the commercial and sport fisherman, and an extraordinary victory for the Indians. More significantly, the opinion recognized the tribes' sovereignty and ruled that tribal governments had the authority to regulate their members. Led by Billy Frank, Jr., the Tribe announced an ambitious program to restore the Tribe's fisheries, which had been devastated by years of pollution and misuse. To save the watershed, Frank, Jr. cooperated with two Washington state fish and wildlife agencies to find a way to operate the river for both salmon and power-production. Several projects over the next few years would ensure the livelihood of the salmon and their habitat for generations to come.
Billy Frank, Jr. has served as the chair of the Northwest Indian Fisheries Commission since 1977, which includes 19 Tribes, and a staff of fifty professional biologists, ecologists, computer modelers, policy analysts, and lawyers. Billy's sister, Maiselle Bridges, founded the Wa He Lut Indian School at Frank's Landing. The founding of this school, the refusal to relinquish the right to fish despite the state's exertions, the restoration of the Nisqually watershed, and the work of the Northwest Indian Fisheries Commission all reflect the struggle of Indian people to endure as peoples. This book is a testament to this struggle and to this endurance. The author relies on archival research, newspaper and media accounts, secondary sources, but most of all, personal interviews and experiences with Frank, Jr. and the Nisqually people. Activist Hank Adams provides vivid photographs which document the struggle as well as the beauty of the landscape. Wilkinson provides a thoughtful and well-written narrative, and concludes by examining the global implications found within this story. Frank, Jr. ends with an offering of hope for the future: "We're the advocates for the salmon, the animals, the birds, the water. Put out the story of our lives, and how we live with the land, and how they're our neighbors. And how you have to respect your neighbors and work with your neighbors. So what you do is, you do what you can in your lifetime. Then that'll go on to another lifetime (104)."
Page-Turning History with a Hint of Hope.......2000-10-04
As a member of a Pacific Northwest tribe and fishing family, I found this book to be resourceful, interesting, eye-opening, and yet hopeful. It summarized rather clearly many important points of the "fish wars," tribal treaties, government-to-government relations and tribal sovereignty, family and tribal traditions, timber and dam effects on river/fish sustainability, and much more. It is clear that the author put a tremendous amount of time and energy into the research and ideas behind this book. And it is not just a "history rewritten" book or an attempt by one cultural group to get their two cents in on the events of 30 to 150 years passed. It's about an Indian world view, and how saving the salmon and the rivers they run through is part of the Indian way.
Another aspect that I liked about this book was the lack of white bashing, and also the tremendous respect for the law of the land. This book provides many examples of the patience required to work through the American judicial system, and how the positive results of that patience can be cultural, environmental, and social... things that are impossible to measure in terms of dollars.
A hint of hope is intertwined through the chapters as various governments and cultures -- people with sometimes conflicting goals and values -- are able to successfully work together as "good neighbors."
Inspiring and even humorous at times, I'd recommend this book to anyone interested in the history of the Pacific Northwest, the environment, Indian culture, and/or the law. It would be great if this book ends up in classrooms at the junior high level on up. It also includes many excellent, crisp photos.

Informative but slightly souless.......2003-02-27
I bought this book as a text for my Chemical Dependancies class for my masters degree in Psychology. I found this text to be very dry. It is informative, with lots of statistical/research type details and useful for that purpose. However, I found the text to lack a more human dimension and as a result i found that I had to make quite an effort to read it ( that is unusual for me). I think that, as dependancies on Alcohol, tobacco and other substances is such a widespread phenomenon in our society, that so many people can relate to, as so many families have been touched by the problems of a loved one with addiction problems, I think that it would have been possible to enrich this text with some case studies or stories. These would have brought the text more into reality and given it more feeling. As it is the book reads very much like a dry research paper on the phenomenon and lacks a little Soul. A good book for someone in the field, but not so good for a student making its first steps within it.

This article compares four mixed-model analyses valid for group-randomized trials (GRTs) involving a nested cohort design with a single pretest and a single posttest, the most common design used in GRTs. This study makes estimates of intraclass correlations (ICCs) available to investigators planning GRTs with alcohol, tobacco, and other drug measures as the outcomes of interest. It also provides formulae demonstrating the potential benefits to the standard error of the intervention effect of both adjustments for fixed and time-varying covariates, as well as correlations over time. These estimates will allow other researchers using these variables to plan their studies by performing a priori power analyses for any of four common analytic options.

This study evaluated the efficacy of using a brief motivational intervention to reduce smoking among adolescent patients treated in a hospital outpatient clinic or Emergency Department. Patients aged 14-19 years (N=85) were randomly assigned to receive either one session of motivational interviewing (MI) or standardized brief advice (BA) to quit smoking. The assessment and intervention were conducted in the medical setting proximal to the patient's medical treatment. Patients were proactively screened and recruited, and were not seeking treatment for smoking. Follow-up assessments were conducted at 1, 3, and 6 months post-intervention. Self-report data indicated that 7-day abstinence rates at 6-month follow-up were significantly higher in the MI group than in the BA group, but this difference was not confirmed biochemically. Self-reported smoking rate (average cigarettes per day) was significantly lower at 1, 3, and 6 months follow-up than it was at baseline. Cotinine levels indicated reduced smoking for both groups at 6 months, but not at 1 month. At 3-month follow-up, only those in MI showed cotinine levels that were significantly reduced compared to baseline. Findings offer some support for MI for smoking reduction among non-treatment-seeking adolescents, but overall changes in smoking were small.

This study was designed as an initial test of whether an experiential learning intervention, based on cognitive dissonance theory, would increase college-student smokers' intentions to quit smoking. One hundred forty-four college smokers were asked to prepare educational videos about (1) the risks of smoking or (2) the feasibility of quitting (in a 2x2 factorial design). Main effects for the experimental manipulations were not found. However, an interaction suggested that intentions to quit smoking were increased by either manipulation, but that the effects were not additive. In addition, risk perceptions were increased by the health-risk manipulation alone, but not when quitting feasibility was also targeted. As predicted, smoking history and smoking-related expectancies were both correlated with magnitude of dissonance. Moreover, dissonance magnitude was associated with the reported use of dissonance-reducing strategies, including intending to quit smoking and believing that tobacco use was out of their control due to nicotine addiction. The findings from this initial analogue study suggest that attitudes and intentions to quit smoking can be influenced by a brief experiential intervention.

The Smoking Policy Inventory (SPI) is a 35-item scale, which measures attitudes towards tobacco control policies. The five dimensions of the SPI are advertising and promotion, public education, laws and penalties, taxes and fees, and restrictions on smoking. The SPI has been applied to different samples, both in the USA and internationally. However, no one has investigated if there is differential support for policy intervention among subgroups within the USA. This study investigated subgroup differences on five demographic variables (gender, age, race, ethnicity, and education) across the five dimensions of the SPI. A random digit dial sample of 506 adult participants from the United States was analyzed with five MANOVAs and follow-up ANOVAs. Men (N=188) had significantly (p
<0.05) less favorable attitudes towards tobacco control policies than women (N=317) on all five scales. Blacks (N=52) had significantly (p

Landmark Visitors Guide to Trinidad and Tobago.......2007-07-24
I have been a local tour operator for 15 years, and I have never seen a book on Trinidad that is so badly writen. Quite obviously no research was done while writing this book.
By the way, the photograph labeled, Paria Waterfall is actualy Rio Seco Waterfall. I know this as the photo was stolen from me.
I have counted a total of 6 incorrectly labels.
Half of the most important sites in the Trinidad section have been excluded. Rough Guide to Trinidad and Tobago is much, much better. But then again that would not be hard.

I read this story after having visited a small Mayan village in Guatemala. In it, a young Mayan girl is used by an older man, "Uncle", to provide an extra income as he travels and begs. Ann Cameron has done a lovely job of blending the dynamics between abuser and abused, revealing how deeply a child can be severed from their own identity, and how difficult it is to see it, or to imagine a life outside of it once you are in it. She weaves a story of self-discovery, of strength and compassion. She reminds us that it only takes one caring person to reach out and empower another.
Ann Cameron incorporates the traditions and cultural intricacies of the people she writes about with great tenderness, respect, and honesty. This is a book rich with the texture and feel, color and brilliance of Guatemala through the eyes of her indigenous people.
Car Trip Material.......2004-11-13
This story (unabridged on CD) kept me, my husband, and our 9-year-old daughter riveted for hours on a long car trip. The story is interesting and the reader is excellent (not annoying, as some are). We stopped the CD many times to discuss the story. It is difficult to find a story that keeps the interest of adults AND is appropriate for kids; this is one!
The amazing book Colibri.......2004-11-08
In my book a young girl was kidnapped and then stranded on a street. A man finds her and takes her home with him. They look for her parents but no one reports a lost girl. So he decides to take care of her.
Later in the book the man and the girl went to a city where one of the man's friends lives. There she got her own room and was able to take warm showers with shampoo and nice soap. When they were there the man and his friend explained to her that they wanted her to go to a church and stay there and keep watch for them because they were going to go into the church and steal the statue of Mary.
The girl knew that this was wrong and told the priest what they were going to do. The man told her ti stay with him and that she wouldn't be in trouble because she did not do any thing wrong. She didnt want to stay and instead while the man was on the phone calling people who lived in the village to help him catch the men she ran away so that the man wouldnt be mad at her.
To find out what happens at the end of the book go and check it out. I would definately recomind you doing just that. It was a good book because it always had something interesting going on and that made you not want to put the book down. I enjoyes this book and would recomind this book to anyone!
A vivid and mystical adventure........2004-01-16
Tzunun Chumil, a Mayan child in Guatemala, was stolen from her parents on a crowded bus when she was four years old. Since that day, she has traveled with "Uncle," a sinister con artist who involves his unwilling charge in his schemes. Uncle supports "Rosa," as he prefers to call her, because many fortunetellers have predicted that she will find him a great treasure. Readers will identify with Tzunun as she searches her past for her true heritage, escapes her guardian and strikes up a friendship with a Mayan astrologer, and struggles to overcome her own inability to express her feelings, symbolized in the book by a claustrophobic, crushing sensation in her throat. (shy kids can relate). Readers of all ages will love the scary and magical elements of the story and savor the suspense. I especially loved the descriptions of the Guatemalan countryside and the little details which colorfully evoked the characters' way of life and their travels. Cameron has crafted a deliciously vivid depiction of Central America, and a thrilling tale of mystery.

Beautiful story about two brothers and their imagination.......1999-05-19
This is a beautiful story about two brothers and their imaginary friends. The oldest brother is playing with his Dragon (imaginary friends) while the younger sibiling feels left out...until he creates his own imaginary friend: A Camel!!!! Both imaginary friends start playing with each other :-) ... and so do the brothers... It's a beautiful story, humorous and sweet about being friends and sibilings.
