Sievers takes on the task of explaining the remarkable economic declines of the post-Soviet Central Asian States (Kazakhstan, Kyrgystan, Tajikistan, Turkmenistan and Uzbekistan) in the past decade, and the turn of these states towards despotism. Dismissing explanations of the decline as the result of 'Asian' or 'nomadic' values as simplistic and opportunistic, the author makes use of extensive fieldwork to explain this decline as the result of the region's unbalanced stocks of natural, physical, human, financial organizational, and social capital, exacerbated by the influences of development agencies, environmental NGOs, scientists, corrupt local politicians, and the inequitable downside of globalization symbolized by the WTO. Drawing on recent development in economics, law and political science, as well as a wealth of local sources, the book presents a compelling and unorthodox challenge to development agencies, scholars and human rights organizations to realize the implications of globalization and the challenges of sustainable development.

This book is technical yet informative - and sad to read - it reminded me of a chapter in James Critchlows book on Uzbelistan about the rape of the environment. Divided into 5 sections of which 2 focus on the Aral, and the Caspian and a third on the Dead Seas - the other 2 sections proved and introduction and a final commeentary on the role of IGOs.
There are some colour satellite image maps and photographs, useful charts and there are useful recommendations made by some contributors.
It is very useful in relation to the Caspian that until recently ecological and environmental concerns were not adequately addressed - this book is a must for any seeking a factual analysis of the water crisis that is already here. Other newer books may seek to cover topical material but this is a must for those who want regional commentary on the problem. I recommend it.

This book addresses problems in the education systems of countries in Eastern Europe and Central Asia. These problems have emerged as the region adjusts to changes in the social and economic rules that governed choices and decisions in ECA for decades. Institutions are shifting, with significant consequences for education. ECA education systems now are not producing graduates able to adapt flexibility to the skill demands of interconnected market economies or vigorous civic societies. This book proposes ways to reframe ECA's systems of education to fit these new realities. The book also discusses the role of the Bank in the sector. The Bank should not lend to countries resistant to change in the education sector. For such countries, the ECA education sector will limit its activities to nonlending services that can help these countries benchmark their education systems against those of other countries.
