"FM 100-5, the Army's keystone doctrinal manual, explains the Army's operational concept for the air-land battle. This manual gives the basic doctrinal background on which all other doctrinal manuals are based. In its explanation of the air-land battle, FM 100-5 emphasizes the terms initiative, depth, agility, and synchronization as being the basic tenets for success on the modern battlefield. These terms apply to combat support and combat service support elements as well as to combat forces. SUPPORT - The modern battlefield poses great challenges, not only to the combat and combat support forces, but also to the CSS units that must sustain the forces. US forces must get the most out of what they have. Every conceivable logistics asset must be used. CSS planners and operators must possess the same leadership qualities as combat leaders in order to effectively support the overall tactical plan. The CSS force must make use of the principles of responsiveness, flexibility, and initiative. The changing situations that will be met on the battlefield require that CSS commanders foresee needs before demands are placed upon them. The commander of the Leaders at all echelons and of all the force elements must be able to think faster, make decisions more rapidly, and act quicker than the enemy. All efforts must be synchronized so that the parts of the force may combine quickly and powerfully at the most opportune point and time. CSS elements are an indispensable element of massing at the critical point and time. The weight of support must be added to the weight of combat power. They are inseparable. Success on the battlefield will require many changes in attitude and training methods. Initiative and innovation must be stressed, and an aggressive spirit must permeate US forces. All training must be as close as possible to anticipated conditions on the modern battlefield. These conditions include environment, tempo, and the dimensions of time and space. Teamwork, flexibility, and initiative must always be emphasized in training programs." It is fully illustrated with numerous line drawings.

"Field Manual (FM) 90-29 establishes Army guidance for planning, coordinating, and executing noncombatant evacuation operations (NEOs) under nonemergency conditions. Nonemergency conditions are those in which full mobilization has not been authorized but deployment of combat forces or the use of force may be required to accomplish the mission. The manual provides direction to Army commanders and staffs charged with duties related to these operations. It attempts to harmonize procedures and terminology between the various government agencies that may be involved. Commanders with this type of mission should ensure that their planning staff is acquainted with reference publications to reduce the potential for flawed coordination and mission execution."
Some highlights of the contents:
"Noncombatant evacuation operations (NEOs) are conducted to evacuate civilian noncombatants and nonessential military personnel from locations in a foreign (host) nation during time of endangerment to a designated safehaven. NEOs are normally conducted to evacuate United States (US) citizens whose lives are in danger from a hostile environment or natural disaster. NEOs may also include the evacuation of US military personnel and dependents, selected citizens of the host nation (HN), and third country nationals. NEOs would not normally include retrograde operations of military personnel solely as part of a military operation. NEOs involve swift, temporary occupancy of an objective and end with planned withdrawals. They may include the use of force. If so, the commander limits the amount of force to that required to protect the evacuees and the evacuation force. Every US embassy is required to maintain an emergency action plan (EAP), which includes an NEO plan. The Department of State is the lead agency for planning and conducting NEOs. NEO plans consider HN assets as the primary source of security, transportation, and temporary facilities. If HN assets are inadequate or unavailable, US military resources are used to fill the shortfall. If military forces are employed in a NEO, they usually comprise units from more than one service. The combatant commander (commander in chief (CINC), on being ordered to support a NEO, normally designates a joint task force (JTF) commander to exercise overall control of operations involved in the NEO. He is responsible for all activities, from initial planning and deployment to an intermediate staging base (ISB), to conduct of the evacuation and, if required, operation of the safehaven. Evacuation operations differ from other military operations in that direction of the operation will usually remain with the American ambassador, if present, at the time of evacuation. Further, the order to evacuate is usually a political decision, with extensive ramifications. It indicates to the local population and other governments that the situation has deteriorated to the point that the United States has lost faith in the HN's ability to maintain control of the situation. This, in turn, may further destabilize the situation. Requesting military assistance in an evacuation is potentially more destabilizing. The presence of armed US troops may overly alarm the local population, adding to the possibility of unnecessary violence and confusion. Should circumstances require introduction of US troops, the commander should plan for early execution of psychological operations (PSYOP) to project and define his intentions to the HN government, military, and populace."

The exercise of this responsibility shall not affect the authority of the IG, DoD, under the Inspector General Act of 1978. Coordinate research and development programs DoD-wide to eliminate duplication of effort and ensure that available resources are used to maximum advantage. Establish policies and programs that strengthen DoD Component technology development programs, encourage technical competition and technology-driven prototyping that promise increased military capabilities, and exploit the cost-reduction potential of innovative or commercially developed technologies. Develop acquisition plans, strategies, guidance, and assessments, including affordability assessments and investment area analyses, in support of the acquisition Milestone review and the Planning, Programming, and Budgeting System (PPBS) processes. Designate major defense acquisition programs as either DAB or Component programs, sign congressional certifications and reports to include Milestone authorization breaches, and administer the Selected Acquisition Report (SAR) and Unit Cost Report (UCR) systems. Develop, in coordination with the Under Secretary of Defense for Policy (USD(P)), agreements with friendly and Allied Nations relating to acquisition matters. Establish policies relating to the capability of U.S. defense industry to meet DoD needs. Establish policies and procedures, in coordination with the Under Secretary of Defense for Personnel and Readiness, for the effective management of the acquisition workforce within the Department of Defense, including accession, education, training, and career development.
