            The construction of an important element in British national identity is explored in Naval Engagements, looking at the ways in which the navy - a major symbol of national community - was given meaning by a range of social groupings. The study is at once a cultural history of national identity, a social history of naval commemoration, and a political history of struggles over patriotism. Examining the place that naval symbols occupied in British wartime political culture, Timothy Jenks argues that these were more relevant to patriotic discourse than the more commonly explored 'apotheosis' of the Hanoverian monarchs. He establishes the centrality of public images of admirals to the 'victory culture' and political experience of the day, tracing efforts by groups across the political spectrum to invest these figures with appropriate political capital and contemporary meaning. He engages with arguments concerning popular patriotism and the relative cohesiveness of British society. Most importantly, the book establishes the centrality of naval symbolism to the political culture of Georgian Britain. At the same time, it reveals the social practices and discourses that consistently interacted to delimit and restrain a variety of projects ostensibly designed to foster patriotism and national identity. Patriotism was contested, this study argues, rather than consensual, and British national identity in the period was contingent, an ambivalence crucial to the manner in which naval symbols functioned.

              For much of the twentieth century, France recruited colonial subjects from sub-Saharan Africa to serve in its military, sending West African soldiers to fight its battles in Europe, Southeast Asia, and North Africa. In this exemplary contribution to the “new imperial history,” Gregory Mann argues that this shared military experience between France and Africa was fundamental not only to their colonial relationship but also to the reconfiguration of that relationship in the postcolonial era. Mann explains that in the early twenty-first century, among Africans in France and Africa, and particularly in Mali—where Mann conducted his research—the belief that France has not adequately recognized and compensated the African veterans of its wars is widely held and frequently invoked. It continues to animate the political relationship between France and Africa, especially debates about African immigration to France.

              Focusing on the period between World War I and 1968, Mann draws on archival research and extensive interviews with surviving Malian veterans of French wars to explore the experiences of the African soldiers. He describes the effects their long absences and infrequent homecomings had on these men and their communities, he considers the veterans’ status within contemporary Malian society, and he examines their efforts to claim recognition and pensions from France. Mann contends that Mali is as much a postslavery society as it is a postcolonial one, and that specific ideas about reciprocity, mutual obligation, and uneven exchange that had developed during the era of slavery remain influential today, informing Malians’ conviction that France owes them a “blood debt” for the military service of African soldiers in French wars.

                In 1871-1882 fifty Americans, along with other foreign experts, were employed by the Japanese government to develop Japan's northern frontier, Hokkaido. Their work covered a wide scope of activities, from introducing Western agriculture and industry, constructing roads and a railroad, and surveying topography and mines, to establishing an agricultural college. While examining the overall undertaking, Professor Fujita specifically focuses on the prominent members who left copious private and public records. She thoroughly examines their ideas as well as their attitudes toward an alien culture. At the same time, she shows the Japanese responses to these experts and their alien culture. This is the first booklength examination of a development project that, in many ways, approaches some of the twentieth century undertakings in scope and complexity. As such, it will be of interest to students and scholars of inter-cultural relations, and Japanese and American nineteenth-century history.

                  The readers thus far listed have high praise for Dr. Mazrui's book. I too took his class on Cultural Forces at SUNY Bing, but I came away with a far different perception about the man and his ideas. He has done some pioneering work, to be sure, and his "lenses of perceptions" arguments seemed on the surface to have some merit.

                  But reading mroe of his work after having taken that class as a dopey college sophomore, I see that his views are less scholarship and more polemic. There are other writers who have done much better work, for example, Harrison and Huntington's Culture Matters. Or anything by Kaplan. This one should remain on the library shelf.

                  I was lucky enough to take Dr. Mazrui's course at Binghamton University this semester entitled Cultural Forces in World Politics and it was an eye opener. I had never even considered such things as the significance that the Protetant ethic played in the development of European imperalism during the 17th and 18th centuries. I must confess that I did take a nap once or twice during his lecture and I did not read the entire book, but Dr. Mazrui is a genius. This book should be a must read for anybody who wants to take a broader perspective on the world.

                  I cannot think of anybody better who can confront the issue of cultures head-on than Africa's most celebrated Political Scientist, Prof. Mazrui. This is a book that each and everyone of us must read, it's a book that will positively change one's perspective of world views. You will never again look at this world the same.

                                  United in their belief that conservation of biological diversity is a primary concern of humankind, the contributing authors address the full scope of global biodiversity and its decline -- the threatened marine life and extinction of many mammals in the modern era in relation to global patterns of development, and the implications of biodiversity loss for human health, agricultural productivity, and the economy. The Living Planet in Crisis is the result of a conference of the American Museum of Natural History's Center for Biodiversity and Conservation.
