This certainly can't be a book about Cambodia authored by everyone's favorite cheerleader for genocide, Cambodian-style, Laura Summers? Not the same Dr. Summers who spent her formative years cranking out agitprop for Pol Pot, Ieng Sary, and the gang at the Tuol Sleng slaughterhouse? The same Summers who denied profusely the existence of killing fields, firing squads, concentration camps, or mass starvation?

Sad but true, it all happened, and more. Imagine publishing a work with littered with citations and footnotes from bureaucrats of a totalitarian regime, while simultaneously denying mass refugee accounts as "unreliable". Who says brilliant scholarship is dead?

                  Many environmental problems cross national boundaries and can be addressed only through international cooperation. In this book Robert Darst examines transnational efforts to promote environmental protection in the USSR and in five of its successor states--Russia, Ukraine, and the Baltic republics of Estonia, Latvia, and Lithuania--from the late 1960s to the present. The core of the book is a comparative study of three key issues: nuclear power safety, transboundary air pollution, and Baltic Sea pollution.

                  Although expectations were high that the end of the Cold War and the breakup of the Soviet Union would lead to increased East-West environmental cooperation, the opposite has been true. Russia and the other successor states have generally agreed to address such problems only when paid to do so. Darst finds that post-Cold War environmental cooperation has been most successful when there is an overlap between the environmental and economic interests of the successor states and those of their Western neighbors, and when the foundation for cooperation was laid during the Cold War period.

                  The book is based on extensive original field research, including interviews with diplomats, government officials, scientists, and environmental activists in the successor states and Western Europe. Its findings underscore the importance of the domestic and international political context in which international environmental policy making occurs. It also deepens our understanding of the opportunities and dangers of positive inducements as a tool of international environmental policy.

                  This book sublimely inspired me as few others have done. In my own personal collection of greatest books on the environment, I'd put Silent Spring, Wilderness and the American Mind, Sand County Almanac, works of A. Lovins--and precious few others; I'd personally rank this book among these very best.

                  What this book does beautifully is to range across marine disciplines in a way that's at once understandable, quite managable, and also scientifically persuasive. We all presume to know know something of the environment from day to day living--but what we haven't been exposed to is the existence (and great importance of) global marine biological diversity in all it's facets. (Especially the wondrous curious biodiversity of deep seas). This book has opened my eyes to new ways of seeing how the sea around us works, and drawn me with great interest to the address the compelling biodiversity that Dr. Norse describes.

                  I consider this book "A Must read" for any academic courses on the topic, and highly recommend it to both practitioners and anyone interested in the diverse ways of the sea. In my own 20 year career in marine biodiversity, I can think of no more seminal book than this one: it insightfully and brilliantly opens the marine realm to readers as a timeless classic.

                      This theoretical and empirical study examines the influence of global institutions on the generation of scientific knowledge. Virginia Walsh's approach reverses the traditional focus of international relations literature -- which most often deals with how scientific knowledge influences institutions -- and offers an original way to look at international environmental governance. After proposing a theory of institutional mechanisms by which global institutions shape the generation of knowledge, the book turns to detailed case studies of two institutions in the under- studied but vital area of marine science, the Scripps Institute of Oceanography and the Inter-American Tropical Tuna Commission, to illustrate these mechanisms.

                      In part 1, "Theory," the book identifies three specific mechanisms or "fixes" that provide the means by which institutions shape the generation and use of knowledge. With the positional fix, key individuals use their social roles or positions in an institution to influence the beliefs of members or fix the direction of research. The statutory fix occurs when beliefs gain acceptance as a consequence of being embedded in rules or treaties. The committee fix is illustrated in the regularized practices through which social groups accept statements as group beliefs. Part 2, "Evidence," shows these mechanisms at work in the two case studies. The Scripps Institution, for example, illustrates the positional fix, as successive directors used their position to frame research. The Inter-American Tropical Tuna Commission, on the other hand, exemplifies both the statutory fix and the committee fix in its regulatory actions.
