An accurate sub-title, a marvelous book........2002-01-22
This large (perfect size for reading on your lap) book contains a series of intelligent essays and sumptuous illustrations and photos mapping the history of utopia from Plato on. I believe that the thing that makes it such a spectacular work is the wide range of disciplines, works and forces that the writers identify as utopic.
When people think of utopia, they often think of science fiction, fanciful and ideal worlds that make life better than our wildest dreams. In truth, most science fiction these days explores utopia as a critical paradigm, realising that we can not live in a perfect world, they explore the possibilities, the way they work and the way they fail. I'm all for this, but the thing that I loved so much about the New York Public Libraries book on Utopia, was the way it is very solidly linked to the real world.
It is, indeed, a book that explores the search for an ideal society in the western world. From the communes of the 1960's and '70's to the environmental housing collectives of the '80's and '90's. From the South Seas in the British imagination to Urban Geography, from Communism to Architecture, Romanticism and Formalism and Futurism, this book identifies attempts at and dreams of utopia from our own history. Rather than the speculation and fabulation of science fiction, the book provides us with our own speculation and fabulation, our own hope and idealism.
I've always been fascinated by Utopia, growing up reading Ursula Le Guin, Yevgeny Zamyatin and others, Dostoevsky's happiness versus freedom dillema grounded itself deep inside me, living in New Zealand often feels like paradise, and hopes for a better world got me imagining. I have a deep attachment to science fiction, and I'm not saying that this book is good because it neglects the genre's speculation, I'm saying it's good because it provides the social context that encouraged us to speculate in the first place. This book, to me, is a background to every speculative utopia work I have ever read, and the further understanding is invaluable to me. This book is a fascinating read. Devour it.
It also contains useful notes to illustrations, an index of personal names, a chronology of utopian/dystopian cinema and an extensive chronology of utopian literature .
Beautiful and erudite--but not easy reading.......2001-03-07
If you have any interest in the subject of utopia, this book would be worth it for the pictures alone. It has marvelous reproductions of more than a hundred images associated with ideas of utopia. These include illustrations from famous utopian novels, artwork and architecture inspired by utopian longing (including a lot of political art and propaganda), and pictures of actual communities devoted to utopian struggle and living. But it's not just pictures. The book is also filled with brilliant, provocative essays about historical and philosophical utopias. I am teaching a course on this subject right now, and the material in this book is better written and more apt to provoke discussion than most of the "primary" material that you see listed in utopian bibliographies and web-sites. This book originated as a catalog for an exhibit at the New York Public Library. I hate to say it, but the book is even better than the exhibit. If you have any interest in thinking about the project of making a better world here on Earth, this book will be a valuable resource. And much of it is fun and exciting to read.

Shrader-Frechette looks at current U.S. government policy regarding the nation's high-level radioactive waste both scientifically and ethically.
What should be done with our nation's high-level radioactive waste, which will remain hazardous for thousands of years? This is one of the most pressing problems faced by the nuclear power industry, and current U.S. government policy is to bury "radwastes" in specially designed deep repositories.
K. S. Shrader-Frechette argues that this policy is profoundly misguided on both scientific and ethical grounds. Scientifically--because we cannot trust the precision of 10,000-year predictions that promise containment of the waste. Ethically--because geological disposal ignores the rights of present and future generations to equal treatment, due process, and free informed consent.
Shrader-Frechette focuses her argument on the world's first proposed high-level radioactive waste facility at Yucca Mountain, Nevada. Analyzing a mass of technical literature, she demonstrates the weaknesses in the professional risk-assessors' arguments that claim the site is sufficiently safe for such a plan. We should postpone the question of geological disposal for at least a century and use monitored, retrievable, above-ground storage of the waste until then. Her message regarding radwaste is clear: what you can't see can hurt you.

Shrader-Frechette discusses the problem of radioactive waste, with primary emphasis on that originating from nuclear reactors. She also focuses on the proposed radwaste-storage site at Yucca Mountain, Nevada.
The early part of the book is a description of the effects of radiation. For example, depending upon radiation exposure models, a single 10-rad exposure would cause anywhere between 560 and 10,630 excess cancers among one million exposed persons. (p. 35)
The author elaborates on many of the uncertainties regarding long-term predictions of radwaste storage. And, using Yucca Mountain as an example, one must come to the sobering realization that the uncertainties can be nonlinear and interactive (p. 162)
Shrader-Frechette dwells on the logical fallacies used by proponents of long-term safe radwaste storage. For instance, the appeal to ignorance posits that absence of evidence of problems means that there will be no problems. Then there is the appeal to authority. Authorities have been wrong before, notably in matters related to risk assessments of radiation (p. 156)

This book presents a critical review of designing, siting, constructing and demonstrating the safety and environmental impact of deep repositories for radioactive wastes. It is structured to provide a broad perspective of this multi-faceted, multi-disciplinary topic: providing enough detail for a non-specialist to understand the fundamental principles involved and with extensive references to sources of more detailed information.
Emphasis is very much on deep geological disposal at least some tens of metres below land surface and, in many cases, many hundred of metres deep. Additionally, only radioactive wastes are considered directly even though such wastes often contain also significant chemotoxic or otherwise hazardous components. Many of the principles involved are generally applicable to other repository options (e.g. near-surface or on-surface disposal) and, indeed, to other types of hazardous waste.

This anthology of articles is quite comprehensive for its small size. Each article has a large bibliography for further study. A nation-by-nation survey of radwaste-disposal methods is elaborated. Costs are included.
There is a good introduction to the sources of radioactivity and its classification, the main radioactive isotopes responsible, relative volumes of wastes per waste-classification category, etc. A brief history of radwaste disposal is given. Then attention is devoted to the enclosure of radwastes in ostensibly leak-proof containers, in ostensibly water-proof geologic sites (e. g., abandoned salt mines), etc. There is discussion of the storage of radwastes in such things as boreholes, previously-molten rock, etc.
Some visionary proposals are mentioned. The impracticality of laser-induced destruction of radioactive isotopes is vividly demonstrated. Disposal of radwastes into outer space is contemplated, and shown to be impractical--apart from being risky.
A major political factor in radwaste disposal has come to be known as the NIMBY (Not in My Back Yard) syndrome, although the authors do not use this term to describe it (pp. 228-229). It is difficult to convince people that a local accumulation of radwaste is not dangerous and that it is immobile. Part of the problem is that laypersons do not understand the mathematical models of radwaste repository behavior and how they predict the immobility of radwastes over long periods of time.

Many countries are currently exploring the option to dispose of highly radioactive solid wastes deep underground in purpose built, engineered repositories. A number of surface and shallow repositories for less radioactive wastes are already in operation. One of the challenges facing the nuclear industry is to demonstrate confidently that a repository will contain wastes for so long that any releases that might take place in the future will pose no significant health or environmental risk.
One method for building confidence in the long-term future safety of a repository is to look at the physical and chemical processes which operate in natural and archaeological systems, and to draw appropriate parallels with the repository. For example, to understand why some uranium orebodies have remained isolated underground for billions of years. Such studies are called 'natural analogues'.
This book investigates the concept of geological disposal and examines the wide range of natural analogues which have been studied. Lessons learnt from studies of archaeological and natural systems can be used to improve our capabilities for assessing the future safety of a radioactive waste repository.
