        On May 29, 1948, two weeks after five regular Arab armies invaded Palestine in an attempt to erase the lately established Jewish state, the UN Security Council imposed an embargo, which banned the supply of arms, war materials, and other forms of military aid to the parties directly involved in the Palestine conflict. During the embargo the Arab-Israeli war was fought and decided, and the concluding armistice of 1949 between the rival parties marked a new era in the history of the Middle East.

        What, Amitzur Ilan asks, was the link between the UN embargo and the conclusion of the war, and how did the concluding armistice mark a new era in the history of the Middle East? Defining four important junctures of the war, Ilan looks at the real (as opposed to stated) Orders of Battles for both sides and points out the immense impact of the embargo on the decline of military capability of the Arabs and the Israelis, and at the same time depicts the relative advantage it created in Israel's favor.

        Employing a large number of Israeli, British, American, and Czech documents, The Origin of the Arab-Israeli Arms Race provides an excellent point of departure for those wishing to understand the actions that created and fed the arms race between the Arabs and Israelis.

        This book point out that the 1948 Palestine arms embargo, which meant to limit the two warring sides' ability to wage war, indeed hit them both hard. But while the embargo meant to have a similar impact on both sides, it in fact hit harder the Arab armies and relatively strengthened the Israeli army, which, in circumstances described in my book, won the war.

        This fine study of the Arab-Israeli conflict provides an overview of the main issues and events since Zionism and Arab nationalist aspirations began to collide in a Hundred Years War that is far from over. The book reflects on three principal themes: the shifts between ideology and pragmatism by both Arabs and Israelis, internal tensions within both sides over the nature of the conflict and ways to resolve it, and the part that external actors have played in bolstering ideological hard lines or encouraging pragmatic accommodation. In that sense, its theme is the interaction among the Arabs, Israelis, and third parties. With the exception of a weakness in the "external actors" and "third parties" element, as I will make clearer later, the end result is a successful combination of scholarship and exposition that turns this volume from being a university text to something much more. The book examines the Arab-Israeli conflict in a wide-ranging historical overview, and then by topical chapters. The first of the latter considers the growth of Zionism and Palestinian national feeling during British rule in the first half of the century, as the clash between the two peoples intensified. The succeeding sections look separately at the Israelis, Palestinians, and U.S. policy toward the Arab-Israeli conflict. Finally, the conclusion evaluates the current situation. A short photo essay in the middle of the book adds a small but engaging visual touch, with some fine captions. (An odd weakness of books on this general subject is their lack of photographs, or ­ having included them ­ their utter irrelevance except as emotional gratification. I am particularly reminded of the photos in Rosemary Sayegh's book on the Palestinians in Lebanon, which were uncaptioned and otherwise not directly related to anything else in the same volume.) This book is peppered with verse, quotations from political actors and so on, to help bring immediacy to the questions being examined and a feeling for the ways in which individuals have been buffeted by the conflict. For example, President Sadat's reflections on first going Jerusalem, mercifully not in verse, are included. There are also excerpts from many documents critical to the Arab-Israeli conflict, ranging from the declaration at the Basel founding conference of the World Zionist Organization to the PLO National Covenant, much in the news recently. Biographical sketches and a copious annotated bibliography round off the book. By the end, the reader is impressed and satisfied that he has gone through a comprehensive introduction to the conflict. Unless, that is, the reader happens to be an economist, as I am. Without being churlish, though I found the book excellent, it left me wondering about the gaps in it. Knowing Dan Tschirgi personally and looking at Ann Lesch's CV, it is nevertheless obvious that the authors are both eminently qualified to write on the topic. Ann Lesch is Professor of Political Science at Villanova University. She has published seminal analyses of the Arab-Israeli conflict, including "Arab Politics in Palestine, 1917-1939," "Political Perceptions of the Palestinians on the West Bank and Gaza Strip," and "Transition to Palestinian Self-Government," and is co-author of "Israel, Egypt, and the Palestinians." Dan Tschirgi is Professor of Political Science at the American University in Cairo. He is the author of, among many other works on the region, "The Politics of Indecision: Origins and Implications of US Involvement with the Palestine Problem" and "The American Search for Mideast Peace." The clue was that both are professors of politics; the missing bit for me was thus economic. To twist a famous phrase around, diplomacy seems to be a continuation of economics by other means these days, at least in the Middle East. The recent visit to the region of U.S. Commerce Secretary William Daley was proof that his country's diplomatic activity ­ and the Wye accord in particular ­ was partly designed to push American business in the region. Whether or not all of Wye's stipulations survive, it is anyway being used to help U.S. business. Secretary Daley was also explicitly saying that this push into the region was directed against the Europeans, which brings me to the other missing element in this book: Europe. The history of the Arab-Israeli conflict over the past few years can be better understood if you take into account U.S.-European rivalry in the region. And rivalry there is, particularly when it comes to business. Among notable U.S. economic successes have been inroads into Egypt, not to mention the predominant American position in most of the Gulf Cooperation Council countries. On the other hand, the EU is still first in Syria and Lebanon, though Secretary Daley tells us that the latter, at least, will soon fall to the U.S. However, in this book the international economic implications of the issue of intra-Western rivalry in the Middle East is not included. Neither does the book include Europe as it appears today in the conflict. On the whole, Europe is not really in the book, after the Suez Debacle of 1956; the landmark Venice Declaration, made by the Europeans close to two decades ago, is not there; and Mr. Moratrinos, he with the thankless job of European envoy to the region, does not feature. Perhaps a future volume not written mainly for the U.S. market will fill these gaps. Meanwhile, for the student and the general reader, this book remains the best introduction that I have yet seen to a complicated subject.

                    On April 14, 1994, two U.S. Air Force F-15 fighters accidentally shot down two U.S. Army Black Hawk Helicopters over Northern Iraq, killing all twenty-six peacekeepers onboard. In response to this disaster the complete array of military and civilian investigative and judicial procedures ran their course. After almost two years of investigation with virtually unlimited resources, no culprit emerged, no bad guy showed himself, no smoking gun was found. This book attempts to make sense of this tragedy--a tragedy that on its surface makes no sense at all.

                    With almost twenty years in uniform and a Ph.D. in organizational behavior, Lieutenant Colonel Snook writes from a unique perspective. A victim of friendly fire himself, he develops individual, group, organizational, and cross-level accounts of the accident and applies a rigorous analysis based on behavioral science theory to account for critical links in the causal chain of events. By explaining separate pieces of the puzzle, and analyzing each at a different level, the author removes much of the mystery surrounding the shootdown. Based on a grounded theory analysis, Snook offers a dynamic, cross-level mechanism he calls "practical drift"--the slow, steady uncoupling of practice from written procedure--to complete his explanation.

                    His conclusion is disturbing. This accident happened because, or perhaps in spite of everyone behaving just the way we would expect them to behave, just the way theory would predict. The shootdown was a normal accident in a highly reliable organization.

                    I went into this book thinking "how in the world could this happen" and finished it asking "how is it that this didn't occur before."

                    A fascinating book that has significance for all types of emergency responders, who need to understand how such "mistakes" might occur and thus how to potentially prevent such mistakes from occuring in the future.

                    Friendly Fire is a insightful, intriguing analysis of the 1994 incident that resulted in the needless deaths of 26 peacekeepers in the Iraqi Norther No Fly Zone. Snook presents a compelling tale of a complex system gone awry, an organization operating on the edge of chaos, and the ultimate result of a deterministic system spinning out of control. Drawing on his extensive knowledge of systems theory and organizational behavior, LTC Snook presents his thesis with exceptional clarity and depth of understanding; his conclusions are as disturbing as they are fascinating: a series of rational decisions made by equally rational human beings still failed to prevent the very incident the organization was designed to forestall. A concise, well-written account of and incident with lessons that we should all take to heart.

                    Friendly Fire is a marvelous analysis of one of the most horrific accidents in recent military history. Snook is unfaltering in his tenacity to get to the root causes of this tragedy. The reader is given a broad perspective of how events, even those occuring years previous, led to the fateful day when 26 peacekeepers lost their lives. His ability to put the reader into the mind of each participant is riveting. More than just a recitation of facts or an outpouring of emotion, this book blends all the elements into a comprehensive understanding of a most complicated event. Friendly Fire should be required reading for all military personnel and anyone whose actions hold the lives of others in their hands.

                    In this book, Scott A. Snook, Ph.D. provides a thoughtful and readable account of how things can go tragically wrong in normal, healthy organizations. The author creatively applies several key theories in organizational structure and change to develop an understanding of (1) the tragic shootdown of two Army helicopters by U.S. Air Force jet fighters, which occurred in northern Iraq in 1994, and (2) "friendly-fire" events in general and broadly-defined --- or how it is that bad things can happen to good organizations, and there really is no one to blame. The book begins with an impressive, detailed examination of the data surrounding the 1994 Blackhawk shootdown. This includes thousands of hours of transcribed testimony gathered in hearings and court martial proceedings. In addition to official reports, Snook personally interviewed many of the key players in the Blackhawk friendly-fire incident. Using a "grounded-theory" approach, the author allows the data to shape and guide his reconstruction of the event itself, and his subsequent theoretical formulations to explain what happened. His resultant theory of "practical drift" spans multiple levels-of-analysis, from the individual to the cultural, providing dramatic insight into how such seemingly impossible events can be expected to occur in complex organizations. This book sheds the kind of light which both clarifies and disturbs. It should prove of real value not only to military leaders interested in reducing friendly-fire incidents, but also to leaders in non-military organizations who wish to understand, and perhaps avoid, normal disasters.

                    There ought to be a name for this genre. The jacket blurb says "nature/Southwest literature". But Annie Dillard did this in the Northeast and Edward Abbey did it all over the Southwest and down rivers. Everett Ruess and Ann Zwinger did it in SE Utah with superb sketches and wood cuts. C.L. Rawlins and Gretel Ehrlich do it in Wyoming with sketches and photographs. Stanley Crawford did it with *Mayordomo* and *A Garlic Testament* a few miles SE of Tom Ireland in the Embudo Valley between Taos and Santa Fe (or halfway to Los Alamos - whichever way your crow flies).

                    "People who bond with 'place' and then write about it with philosophical comments and profound/funny/zen-like observations along the way" is a bit cumbersome. These people out-Thoreau Thoreau (and I'm from Thoreau, New Mexico [heh heh]; I ought to know). All these authors (and more) do this thing superbly well, in their own unique voices, but all the same, the genre deserves a better name than "nature/Southwest" or "nature/Northeast."

                    Ireland has added a new dimension with Angie Coleman's joyful paintings of exactly this same country round about. [I've debated about extracting and framing these paintings - still debating. Think I'll have to buy another copy of the book.]

                    This author reproduces his encounters with his Spanish and Indian neighbors (sometimes poignant, somtimes frustrating, always funny). These little essays/vignettes stand by themselves, but at the very end, the writer includes a story about La Pascualita - a real person who sweeps the roads with her broom and is housed and adopted by the entire community of La Madera. Ireland weaves her into a story that is reminiscent of Rudolfo Anaya, but very much his own.

                    And his piece about Magdalena, the magpie he adopted, is an original for sure.

                    "Walking around with a bird on your head is like watching life from a tenement window." "What's the collective noun for magpies? How about 'complaint'? There's a complaint of magpies in a cottonwood on the hillside across the river."

                    He watches the ravens of La Junta: "I was still standing there when the raven blew up over the cliff and almost into my face. It must have scared him almost as much as it scared me, to be riding the blast sixty feet off the ground and then all of a sudden to be facing a man. He shat, climbed up over the reach of harm, and held there at the closest safe distance to look again, reassembling his world into the kind of order he trusted it to have. (Ravens up. Men down.) Then he spoke. It was a sort of rattle, as much from the bowel as from the throat, and in it there was both fear and outrage: 'This cliff is taken. You are not wanted here.' He drifted north, riding the thermal, checking to see if there were any more of me around, then fell up and away into the bottomless sky."

                    About roosters: "...their voices make me think of the smell of joss sticks because *things mean things:" the rooster means incense, and the helicopter means searching the river for the body of a dead man, and I deceive myself that at eight o'clock this morning the real work will begin. Things mean things: the substance of faith, what we live for, those meanings, those coincidences of sky & rain & thought that jump at us."

                    He makes you feel like you're perching on his shoulder, looking through his eyes, seeing what he sees, hearing what he hears, and understanding through his mind and heart.

                    "Towards evening, the sun dropped into a corridor between the clouds and the little valley was filled with pink light. I put down my shovel and stood under a juniper to witness the change. It was like being in an aquarium: immersed, the bare cottonwoods, the hillside, the vacant house across the river, the fence posts, my own hands acquired a light of their own. The air filled with sugary spines of ice, and a rainbow appeared, its northern pole planted in the willows of a neighbor's cow pasture. I could see impossible distances in every direction; up the valley to La Zorra, down the crooked Valleciros, up the canada behind Vigil's store - as if I could see around corners."

                    All through these reflections are little personal musings:

                    "What is it about the presence of parents that makes us feel something less than alive, when they're the ones responsible for bringing us here in the first place?"

                    About dreams and water: "To wake in the dark and peel off the skin of your dream: to go out in the dark in the wet yard where drops of water hang from the asparagus berries and the night sounds are swamp sounds, sounds of water. And this our dry land smells like water and the creek runs brown."

                    And about work: "Ulceration of the spirit. It seems that when I have a job, my life becomes the job and not much else. There is no true rest and no true work until it's over."

                    "...we have made our joy depend on our work, and having come this far, we can't renounce it, can't be free from it, but only look for freedom in it."

                    "When I stand outside watching the clouds and the birds, I'm doing my work. These things need to be studied and praised, at least reported on."

                    And report he does. The title of the book comes from a quote by Malcolm Lowry, "You cannot prevent the birds of sorrow from flying over your head, but you can prevent them from building a nest in your hair."

                    This is a beautiful little gem of a book with lovely paintings, anecdotes and musings - the kind of book to keep by your bed and pick up and read at random. It's also a book to read all the way through from the beginning - more than once. In a word - delight. Five stars - easy.

The final chapter deal withs the issues involved in the conservation of upland birds. The book will appeal to the informed layman and to the keen bird-watcher who wants to learn more about the life of upland birds and the ways in which they are adapted to their environments.

                                  I am looking for a copy of this book to have for the future generations of my family. I remember as a young child, being very moved by this book. The force of the emotional memory has stayed with me for over 20 years even if I can't remember many details of the book. I highly suggest it for any children around 10 years of age.
