          This book is an important contribution to the theory of ethnic conflict regulation developed by scholars such as Lijphart, Nordlinger and Horowitz. Especially, the introduction part by O'Leary and MacGarry is excellent in the sense that it succeeded in incorporating the massive volume of existing cases and theories in a fairly organised way.

          However, it is regrettable that the following case studies are a bit messy, and do not correspond to, nor pay attention to the editors' taxonomy.

          Nonetheless, for those who are seriously interested in ethnic conflict regulation, this volume is worth reading.

          In Only One Place of Redress David E. Bernstein offers a bold reinterpretation of American legal history: he argues that American labor and occupational laws, enacted by state and federal governments after the Civil War and into the twentieth century, benefited dominant groups in society to the detriment of those who lacked political power. Both intentionally and incidentally, claims Bernstein, these laws restricted in particular the job mobility and economic opportunity of blacks.
          A pioneer in applying the insights of public choice theory to legal history, Bernstein contends that the much-maligned jurisprudence of the Lochner era—with its emphasis on freedom of contract and private market ordering—actually discouraged discrimination and assisted groups with little political clout. To support this thesis he examines the motivation behind and practical impact of laws restricting interstate labor recruitment, occupational licensing laws, railroad labor laws, minimum wage statutes, the Davis-Bacon Act, and New Deal collective bargaining. He concludes that the ultimate failure of Lochnerism—and the triumph of the regulatory state—not only strengthened racially exclusive labor unions but contributed to a massive loss of employment opportunities for African Americans, the effects of which continue to this day.

          The role of nonmarket discrimination in shaping the historical evolution of racial economic differences has long been a central issue in economic history and labor economics. In Only One Place of Redress, David E. Bernstein takes a fresh look at how labor regulations affected black economic status prior to the modern Civil Rights era. The overarching framework of the book is that of public-choice theory in the context of so-called Lochnerism. This term refers to Lochner v. New York, the famous 1905 U.S. Supreme Court decision that in a relative sense limited the ability of government to regulate contracts. The operative word here is relative because even during the Lochner era (1905-37) courts routinely did permit regulation that, according to Bernstein, significantly inhibited the ability of blacks to earn a living and to accumulate wealth. Because blacks were largely disenfranchised, their ability to use the political process to block government discrimination was circumscribed...

          ...Overall, Only One Place of Redress is a mixed bag. The book is well written and clearly argued, the footnotes are extensive, and Bernstein has an impressive, if somewhat selective, command of secondary sources. These sources are used primarily to buttress points that he is making, as a lawyer would in a brief; that is, Bernstein does not engage in much source criticism, nor (with some exceptions) does he assess sources that might support alternative points of view...

          ...Only One Place of Redress contains a wealth of useful information about specific types of nonmarket discrimination against African Americans and a wealth of useful references to court cases and to the secondary literature. Therefore, although Bernstein himself has not measured the impact of the labor regulations under his scrutiny, scholars who want to do so will have to read his book.

          You can't do much better than rely on Professor Schiesser and his colleagues for clear and reliable advice on solving ODEs and PDEs. This book contains well-tested codes that are both computationally efficient and robust. I have already solved some thorny problems quite quickly, and even subjected the codes to some pathological cases with good results. The code documentation is straightforward and easily understood. I would recommend this to all serious users.

          This book is not the usual introductory course in differential equations. Right away in the first paragraph, you see the general, linear second order ordinary differential equation of the form

          P(x) * (d(2)y / dx(2)) + Q(x) * (dy/dx) + R(x) * y = F(x)

          No basic review, the next steps are the standard operations performed on these equations to change them into more convenient forms. As you can see from the chapter titles:

          *) Variable coefficient, second order, linear, ordinary differential equations
          *) Legendre functions
          *) Bessel functions
          *) Boundary value problems, Green's functions and Sturm Liouville Theory
          *) Fourier series and the Fourier transform
          *) Laplace transforms
          *) Classification, properties and complex variable methods for second order partial differential equations
          *) Existence, uniqueness, continuity, and comparison of solutions of ordinary differential equations
          *) Nonlinear ordinary differential equations: Phase plane methods
          *) Group theoretical methods

          The level of difficulty is more consistent with a second or third course in differential equations rather than a first course.
          With that preamble, I can recommend this book; the examples are well stated and worked to completion. The coverage is extensive; an instructor could select what they consider the high points for their course or use it for a two semester course in differential equations.

                          Book Description

                          This book is the first systematic and self-contained presentation of a theory of arbitrary order ordinary differential equations with unbounded operator coefficients in a Hilbert or Banach space, developed over the last 10 years by the authors. It deals with conditions of solvability, classes of uniqueness, estimates for solutions and asymptotic representations of solutions at infinity. The authors show how the classical asymptotic theory of ODEs. with scalar coefficients can be extended to very general equations with unbounded operator coefficients. In contrast to other works the authors' approach enables them to obtain asymptotic formulae for solutions under weak conditions on the coefficients of equations. The abstract results are complemented by many new applications to the theory of PDEs. An appendix provides a systematic treatment of the theory of holomorphic operator functions.
