The sixth edition of this perennial best-seller has finally hit the streets! (OK,it finally hit the "river" since it's only available at Amazon.com right now.)
Very much up-to-date, the revisions to the 1999 edition of the NCO's bible provide Army noncoms with a made-to-order reference for just about any situation they may come across in today's modern army. The author, CSM (Retired) Robert S. Rush, has taken this guide to new heights. There are revised sections in the guide on caring leadership, training, NCO career development and promotions, awards and decorations, and "customs and courtesies." Army policy concerning the new fraternization rules-of-engagement is included and the latest military Web site info pertinent to NCOs is included as appendix.
The benefits of owning this book are enormous. Tuck it in your BDU trouser pocket before you deploy and you will have a modern day reference containing individual treatises on one of the broadest compilations of NCO subject matter ever made available in print.

This is the second volume in a two-volume series of books on democratic consolidation in Eastern Europe. The first volume focused on the issue of institutional engineering. This second volume analyses the external parameters of democratic consolidation in thirteen Eastern European countries: how different international actors and various economic, cultural and security types of transnational pressures have shaped democratic politics in the region. The aim is to contrast a set of democracy theories with empirical evidence accumulated in Eastern Europe over the last ten years. The volume tries to avoid complex debates about definitions, methods and the uses and misuses of comparative research. Instead it seeks to establish what has really happened in the region, and which of the existing theories are helpful in explaining these developments. The volume is divided into two parts. The first part presents a conceptual and comparative frame of analysis, the second consists of detailed studies of individual countries undergoing democratic consolidation. Case study chapters deal with the following countries: Estonia and Latvia, Hungary, Poland, the Czech Republic, Slovakia, Romania, Bulgaria and Macedonia, the states of former Yugoslavia, Belarus and Ukraine, and finally Russia. The concluding chapter identifies a set of variables responsible for the enormous impact of external factors on democratic consolidation in Eastern Europe. It conceptualises the interplay of internal and external factors impinging upon democracy, and shows the interplay of different positive and negative types of external pressures. It also evaluates the conscious Western effort to craft or engineer democracy in Eastern Europe.

As every schoolchild learns (or used to, anyway), over two hundred years ago a most remarkable group of men got together and declared a revolutionthat the American colonies were, by right, to be independent of England. In doing so, they drew up a long list of specific grievances, which few pay attention to any longer. But they based their claim of a right of independence on a set of principles so sweeping and universal that they continue to reverberate down the years.The great promise of transnationalism is that all cultural distinctions will be leveled by the rules and bureaucracies of the elite. In effect, there would be no basis for any future conflict because conformity to a single set of ideas would be imposed. This would be a future of eternal peace, of perfect security, at the cost of only human freedom. Just as classical sovereignty asked only that we turn a blind eye to the question of how states were governed to obtain peace between them, so too do the transnationalists offer us peace if we all allow them to make all decisions for us, if we just submit to the Leviathan.
When you finish this book, you will hopefully be equipped to choose between these competing visions. At the very least you should be made aware that there is such a competition underway and that much rests on who prevails.
